For example in 1975 45 per cent of the populations of these states were under 15 (Hamady, 1978 cited by Ali, 1986). Also, there is a high illiteracy rate in the Arab Gulf States. In 1978 the rate of illiteracy in this group raged from 31 per cent in the United Arab Emirates to 57 per cent of the population of Saudi Arabia (Al-Atiah, 1983 cited by Ali, 1986).
